Hala is a legal expert in the field of human rights, with over 17 years of experience in project management and training in the areas of civil, political, economic, social, cultural, and developmental rights. She also specializes in preparing trainers and helping them build their human rights knowledge and acquire skills. Hala began her career in human rights as a legal expert at the National Human Rights Committee in the State of Qatar in 2006. This is an independent body established in accordance with the standards outlined in the "Paris Principles" of the United Nations in 1993. After conducting a legal study on the types of petitions received and followed up by the Committee, Hala prepared a booklet on "Labor Rights" based on labor laws and other legislation to help workers understand their rights and responsibilities. The booklet was translated into eleven languages spoken by workers, and in collaboration with partners from the American Center for Labor Solidarity, Hala conducted a series of training-of-trainers seminars for around 200 participants. These seminars involved leaders and activists from various Nepali, Bangladeshi, Indian, Filipino, Arab, and African communities, among others. Hala has also delivered and participated in dozens of training courses and workshops at the national, regional, and international levels in cooperation with governmental bodies, civil society organizations, and United Nations agencies. In addition to her work in human rights training, Hala is particularly interested in studying national legislation in Middle Eastern and North African countries and providing advice on how to align these laws with international human rights standards. She currently serves as a legal expert in the Department of International Cooperation at the National Human Rights Committee.

Hala holds a law degree from Damascus University (1997) and is a certified attorney from the Damascus Bar Association. Following this, she worked in legal practice, providing legal consultations in criminal, civil, commercial, and personal status law, as well as representing clients in courts at various levels. She also participated in several arbitration cases related to commercial disputes.
